How do i become closer friends with someone?

I've hung out a couple of times with my husbands best friend's girl friend but we're not as close as i would like to be.I really like her as a friend but i don't want to bug her by calling or text her too much.what could i do too start hanging out with her more?I really don't have friends and just need someone to talk to go shopping etc. (all the girlie things my husband wont do with me).How do i become closer friends with someone?
Well for starters go out on a couples date then see if your husband and his buddy are doing things over the weekend or sometimes during the evening which his buddies girl friend might not like and see if she wants to go to the mall or come over and get to know each other then just try to make some type of girls night plans and let the guys have their nights.
